MOROCCO EXTENDS DATA PROTECTION COMPLIANCE TO AGRICULTURE THROUGH DATA-TIKA AGREEMENT

The DATA-TIKA programme, led by the CNDP, was established to guide Moroccan organisations toward structured compliance with national data protection standards through awareness campaigns, training, audits and operational support. Since its launch, it has expanded steadily across sectors, incorporating advertising and communications agencies in February 2026, Islamic notaries in March and now the agricultural sector in April. Each new agreement signals the government's intent to embed data governance across the full breadth of the Moroccan economy rather than confining it to digital industries.

The agricultural sector handles significant volumes of personal data spanning small farmers, cooperatives and large commercial operators. As Morocco's agriculture modernises through digital tools, GPS mapping, logistics software and financial services platforms, the volume and sensitivity of that data has grown rapidly. The agreement provides the ministry with a framework for achieving Law 09-08 compliance across that diversity of actors, regardless of scale, and positions data protection as a component of professional responsibility rather than a bureaucratic obligation.

The deal was signed at the International Agriculture Fair in Meknes, one of Africa's most prominent agricultural exhibitions, lending the agreement public visibility and signalling government intent at a national platform. Officials stressed that the programme's emphasis on awareness and training is designed to ensure that compliance is not merely a legal formality but a genuinely practised standard. Small-scale farmers and rural cooperatives, who may have limited prior exposure to data protection frameworks, are explicitly within scope.

Morocco's approach to data governance has been increasingly cited as a model for the continent. The country ranked fourth among African economies in the 2024 E-Government Development Index, and its Digital Morocco 2030 Strategy targets a 10% boost to GDP through digital initiatives. Extending data protection standards to agriculture is consistent with that broader vision of modernisation anchored in rights-based governance.
