What was once a symbol of public investment in community health in Quelimane has become a monument to neglect – an outdoor gym left to rust and decay, its equipment broken and unused, while residents who relied on it are left with nowhere to exercise.

The outdoor gym, located in a public space in Quelimane , Mozambique's fourth-largest city and the administrative capital of Zambezia Province was installed as part of a broader push by city authorities to improve public health infrastructure and give residents access to free fitness facilities. For a city that has long positioned itself as a model of civic ambition under Mayor Manuel de Araújo, who has pursued initiatives ranging from cycling infrastructure to flood-resilient housing, the installation of an outdoor gym was seen as part of that forward-looking urban agenda.

But the facility has since fallen into a state of neglect. Residents report that the equipment has deteriorated significantly, with broken components, rusted metal and unusable machines making the gym not just impractical but potentially dangerous to use. The root cause, according to those familiar with the situation, is straightforward: no maintenance plan was ever put in place after installation, and no authority has taken responsibility for upkeep.

The story of Quelimane's outdoor gym is not unique. Across African cities, public fitness infrastructure has followed the same unfortunate pattern installed with fanfare, abandoned without care. The problem reflects a structural gap in municipal governance: the budget for commissioning public facilities rarely includes a corresponding allocation for their long-term maintenance. The frustration felt by residents is particularly sharp because the outdoor gym represented something accessible and free a public health resource in a city where private gym membership is beyond the reach of most. For Quelimane's working population, the outdoor space was not a luxury but a community asset. Its deterioration is felt not just as a minor inconvenience but as a broken promise of civic care.

Quelimane has in recent years earned attention for its innovative urban governance. The city has been among the few urban authorities to place cycling at the heart of its urban transportation system (UN-Habitat) , and has partnered with UN-Habitat on street safety initiatives. The question now facing Quelimane's municipality is not whether to rebuild or replace the gym it is whether a sustainable maintenance framework can be built alongside whatever comes next. Physical infrastructure, no matter how well-intentioned its installation, is only as good as the system that keeps it standing. Without that system, public investment becomes public waste.
